Sonipat (Haryana) [India], January 31 (HBTV): Haryana Chief Minister Nayab Singh Saini on Friday released the state’s first district human development report, the Sonipat Human Development Report 2026, marking a significant step towards strengthening evidence-based policymaking and district-level development planning in Haryana.

Prepared by the Jindal Institute of Haryana Studies at O.P. Jindal Global University, the report represents the first systematic attempt to assess human development indicators at the district level in the state. The Chief Minister lauded the initiative and congratulated the institute and its research team, emphasising the role of higher education, research, policymaking and good governance in advancing Haryana’s development goals in line with the vision of Viksit Bharat @2047.

The district human development reports initiative seeks to capture the lived realities of people through granular, data-driven analysis. While such reports are globally recognised as critical tools for understanding disparities and progress in human development, Haryana has so far lacked comprehensive district-level assessments. The initiative aims to fill this gap by providing nuanced insights to support targeted policy interventions across districts.

The relevance of the report has been underscored by contemporary challenges facing Haryana, particularly environmental stress. Along with neighbouring Punjab, the state continues to face scrutiny over air pollution in the Delhi-NCR region, with deteriorating air and water quality affecting public health, productivity and overall quality of life. The report argues for a broader understanding of development that goes beyond aggregate economic indicators.

Chancellor of O.P. Jindal Global University Naveen Jindal said the Sonipat report reflects the university’s commitment to advancing human development and contributing to Haryana’s prosperity. He highlighted the importance of collaboration between universities, government institutions and civil society in developing evidence-based public policy and stressed that rigorous academic research must translate into tangible social progress.

The district HDRs project aims to prepare similar reports for all districts of Haryana and update them periodically to enable policymakers to track progress, identify emerging challenges and recalibrate development strategies. Focusing on Sonipat, the report examines intra-district dynamics, documenting progress while identifying barriers to human development across communities.

The report outlines recommendations centred on strengthening decentralised governance, improving access to justice, promoting inclusive representation in local governance, leveraging technology for transparency and service delivery, and fostering collaboration with academic institutions and civil society to track and amplify human development outcomes.

Founding Vice Chancellor of JGU C. Raj Kumar said the report presents a multidimensional understanding of human development that integrates quantitative analysis with voices from local communities. He noted that Sonipat stands at the intersection of agrarian traditions and rapid urban and industrial transformation, and that genuine progress must be measured by the expansion of human freedoms, opportunities and well-being.

According to Jindal Institute of Haryana Studies Director Mrinalini Jha, the Sonipat report documents progress in education, health, livelihoods, environment, spatial transformation, access to basic services and governance, while also identifying structural challenges and proposing practical strategies for addressing them. She said the project has the potential to reshape development planning in Haryana and set a benchmark for the region.

The event also witnessed the signing of a memorandum of understanding between the Swarna Jayanti Haryana Institute of Fiscal Studies and O.P. Jindal Global University in the presence of the Chief Minister. The partnership aims to promote joint research, evidence-based policy formulation, economic and social impact studies, SDG integration, capacity building and internship opportunities, strengthening institutional cooperation to support the state government’s governance and development agenda.

The release of the Sonipat Human Development Report 2026 marks a new phase in Haryana’s development discourse, grounded in rigorous research, institutional collaboration and a shared commitment to inclusive and sustainable growth.
