Guwahati (Assam) [India], April 30 (HBTV): The District Commissioner of Kamrup Metropolitan has ordered the immediate suspension of the IMFL (Indian Made Foreign Liquor) licence of D Tipsy Gaon (EXORO), a restaurant and bar located in Roodraksh Mall, Bhangagarh, following a fatal road accident that claimed three lives earlier this week.

According to officials, the accident occurred on April 26, 2026, in the Mathgharia area near GATE Hospital, resulting in the deaths of three individuals.

A report from the Deputy Commissioner of Police (Traffic), Guwahati Police Commissionerate, established a link between the incident and the establishment. Investigations revealed that four individuals involved in the accident had visited D Tipsy Gaon (EXORO) prior to the crash, where they consumed food and alcoholic beverages before leaving the premises at around 3:00 AM.

Officials noted that while the restaurant had permission for extended operating hours, it was authorised to serve liquor only until 12:30 AM. Continuing operations until 3:00 AM constituted a violation of Excise Rule 127(I) of the Assam Excise Rules, 2016, as well as the conditions of its licence.

In an order dated April 29, 2026, District Commissioner Swapneel Paul invoked powers under Section 30 of the Assam Excise Act, 2000, to suspend the bar’s licence with immediate effect.

The official order stated, ‘Considering the seriousness of the matter, the undersigned hereby suspends the IMFL ON licence of ‘D Tipsy Gaon (EXORO)’ with immediate effect, until further order.’

Senior excise officer Sailendra Pandey said a detailed investigation has been initiated and will be conducted by the Superintendent of Excise, Debajit Nath, for Kamrup Metropolitan district. The enquiry officer has been directed to submit a report within 15 days.

He said the bar will remain closed for liquor service until the enquiry is completed and further orders are issued. 

Pandey added that the Guwahati administration has adopted a ‘zero-tolerance’ approach towards establishments violating time regulations, particularly in cases where such breaches contribute to public safety risks on city roads. (ANI)
