Dibrugarh (Assam) [India], July 23 (HBTV): Assam Chief Minister Himanta Biswa Sarma on Wednesday announced a major initiative aimed at equipping the youth of the state with foreign language skills to improve their prospects for overseas employment.
The state government will launch the Chief Minister's Foreign Language Initiative for Global Human Talent (CM-FLIGHT), which will offer structured foreign language training, including preparation up to the Japanese Language Proficiency Test (JLPT) N2 level.
According to a government release, the decision was taken during the state cabinet meeting held in Dibrugarh under the chairmanship of Chief Minister Sarma.
Sarma stated that the cabinet has approved the launch of the new scheme CM-FLIGHT.
'A pilot project will be implemented in the current financial year through agencies such as ASEAN ONE Co. Ltd., Jaceex Ventures LLP, and Meiko Career Partners Co. Ltd., which will provide Japanese language training and facilitate overseas employment of Assamese youth under Japan’s Specified Skilled Worker (SSW) visa programme. This initiative will create significant job opportunities by enabling access to the international job market and addressing unemployment and underemployment in Assam,' the Chief Minister said.
He added that under the scheme, the government will offer a subsidy of INR 1.5 lakh to successful applicants for Japanese language training. Upon completion, candidates will be placed in short-term paid work opportunities in Japan.
Meanwhile, the state cabinet has sanctioned INR 150 crore under the Mission for Overall Improvement of Thanas for Responsive Image (MOITRI) scheme.
In the first phase of the scheme, 73 police stations have been completed. In the second phase, 46 police stations were taken up, of which 31 police stations and one cyber police station have been completed, while work on the remaining stations is ongoing. The cabinet noted that infrastructure worth INR 1,500 crore has been developed for Assam Police, which it termed unprecedented.
Additionally, the cabinet approved the upgradation and redesignation of existing sanctioned posts in Assam Police to Co-District Superintendent of Police (CDSP), thereby creating 10 new posts to enhance administrative functioning. These co-districts have been notified by the General Administration Department and will be functional by August 15, 2025.
The newly created co-districts will be inaugurated on August 12, 2025, with ten cabinet ministers presiding over the respective inaugural functions.
The cabinet also approved a new initiative titled Collective Infrastructure Development of Apartment Buildings, to be funded through the MLALADS and United Fund, aimed at ensuring the delivery of government welfare schemes to apartment residents.
According to the press release, eligibility for the scheme includes a minimum of 16 apartments in a building, registration under the Societies Registration Act, and at least 80 per cent occupancy. Activities under this scheme will include infrastructure improvements such as internal road repairs, installation of drainage systems, uninterrupted water supply, improved electricity connections, development of parks and community halls, security systems, disaster management infrastructure as advised by the DDMA, and other common maintenance works.
Furthermore, the state cabinet has approved the formation of a Section 8 company titled Assam Innovation and Startup Foundation under the Department of Innovation, Incubation and Startups (DIIS), which will focus on promoting innovation and startup-related activities in the state.
